Mr C Y Leung graduated from Hong Kong Polytechnic and Bristol Polytechnic
UK. He holds Honorary Doctorate degrees conferred by four universities in the United Kingdom, Hong Kong
and Shandong.
Since the late 1970s, Mr Leung had participated in the land and housing reforms in China and helped
prepare the first land sale in the Mainland after China's constitution was amended in 1988.
Between 1984 and 1997, Mr Leung held senior positions in the entire political transition to the
establishment of the Hong Kong Special Administrative Region.
Between 1997 and 2011, Mr Leung was a member of the Executive Council of Hong Kong and was the Convenor of
the non-official members between 1999 and 2011.
In March, 2012, Mr Leung was elected the fourth-term Chief Executive of the Hong Kong Special
Administrative Region. Since March 2017, he has been a Vice Chairman of the National Committee of the
Chinese People’s Political Consultative Conference.
Currently he is the Chairman of several not-for-profit NGO’s established in Hong Kong, including the Belt
and Road Hong Kong Centre and the GX Foundation.
Carrie Lam Cheng Yuet-ngor

Mrs Carrie Lam joined the Administrative Service of the Hong Kong
Government in August 1980 and rose to the rank of Administrative Officer Staff Grade A1 in September 2006.
She became a Principal Official on July 1, 2007 when she was appointed Secretary for Development. She was
appointed Chief Secretary for Administration on July 1, 2012.
Before assuming the post of the Chief Executive, Mrs Lam had served the public for more than 36 years
in 20 public service positions including Director of Social Welfare, Permanent Secretary for Housing,
Planning and Lands (Planning and Lands), Director-General of the Hong Kong Economic and Trade Office in
London, Permanent Secretary for Home Affairs, Secretary for Development and Chief Secretary for
Administration.
Mrs Lam was elected as the Fifth-Term Chief Executive of the Hong Kong Special Administrative Region on
March 26, 2017, and was officially appointed to this position by the Central People’s Government on March
31, 2017 to assume office on July 1, 2017.
Margaret Chan

Dr. Margaret Chan, obtained her medical degree from the University of
Western Ontario in Canada.She joined the Hong Kong Department of Health in 1978, where her career in
public health began.
In 1994, Dr. Chan was appointed Director of Health of Hong Kong,the first woman to hold thatposition. In
her nine-year tenure as director, she launched new services to prevent the spread of disease and promote
better health. She also introduced new initiatives to improve communicable disease surveillance and
response, enhance training for public health professionals, and establish better local and international
collaboration. She effectively managed outbreaks of avian influenza and of severe acute respiratory
syndrome (SARS).
In 2003, Dr. Chan joined WHO as Director of the Department for Protection of the Human Environment. In
June 2005, she was appointed Director, Communicable Diseases Surveillance and
Response as well as Representative of the Director-General for Pandemic Influenza. In September 2005, she
was named Assistant Director-General for Communicable Diseases. Dr. Chan was
elected to the post of Director-General on 9 November 2006. The Assembly appointed Dr. Chan for a second
five-year term at its sixty-fifth session in May 2012. Dr. Chan’s last term began on 1
July 2012 and ended on 30 June 2017.
On 2 April 2020, Dr. Chan was appointed as inaugural Dean of Vanke School of Public Health, Tsinghua
University, China.

Mohammad Naciri

Mohammad Naciri is the Regional Director of UN Women for Asia and the
Pacific. From 2015 to 2018, he was the Regional Director of UN Women in the Arab States. From 2012 to
2015, Mohammad Naciri was the Deputy Regional Director for UN Women in the Arab States.
Mohammad has extensive experience in the region and in gender and development issues. Prior to joining UN
Women, Mohammad was the Deputy Country Director of UNDP in Yemen, where he supported the country in the
formulation of its Gender Strategy and the Gender Responsive Budgeting process. He has worked in Kuwait,
Iraq, Syria, Lebanon and Cambodia, dealing with issues ranging from human trafficking to ethnic cleansing.
A national of Morocco, Mohammad holds a Master’s degree in Public Administration and International
Development from the Harvard University, as well as a Master’s degree in Social Anthropology from the
University of Oxford and in Business Administration from the Arab Academy for Science and Technology in
Alexandria-Egypt.
Siddharth Chatterjee

Mr. Siddharth Chatterjee took office as the United Nations Resident
Coordinator in China on 16 January 2021. He has more than 25 years of experience in international
cooperation, sustainable development, humanitarian coordination and peace and security, which he has
acquired at the United Nations and externally.
A frequent TEDx speaker, he is a regular opinion contributor on humanitarian and development issues for a
range of international and Chinese journals.
Mr. Chatterjee holds a master’s degree in public policy from Princeton University and a bachelor’s degree
from the National Defense Academy in India.

Laura May-lung Cha

Mrs Cha is Chairman of Hong Kong Exchanges and Clearing Ltd and a member of
the Executive Council of the Government of Hong Kong.
Mrs Cha is also a Non-Executive Director of Unilever plc; a Senior International Advisor of Foundation
Assets Management Sweden AB and a member of Sotheby’s International Advisory Board. In addition, she is
also Vice Chairman of the International Advisory Council of the China Securities Regulatory Commission,
and a Director of the World Federation of Exchanges.
Mrs Cha became the first, and to-date, the only person outside Mainland China to join the Central
Government of the People’s Republic of China at the vice ministerial rank when she was appointed as Vice
Chairman of the China Securities Regulatory Commission in January 2001. She served in that position until
September 2004. Mrs Cha worked for the Securities and Futures Commission in Hong Kong from 1991 to 2000,
becoming its Deputy Chairman in 1998. She was also Chairman of The Financial Services Development Council
of Hong Kong from January 2013 to July 2018.
She was awarded a Silver Bauhinia Star in 2001, a Gold Bauhinia Star in 2009 and the Grand Bauhinia Medal
in 2017 by the Hong Kong Government for her public service.
Emily Chan Ying Yang

Professor Emily Ying Yang Chan has been CEO of GX Foundation since 2019.
Professor Chan has received academic and technical training in clinical medicine, engineering and public

Gillian Choa

Professor (Dr.) Gillian Choa holds over 35 years of professional
experience, advancing the performance and entertainment industry spanning Hong Kong, Asia, UK and the USA.
She has gathered an array of accolades for her various artistic pursuits.
A devoted educator and an active contributor to the Hong Kong community, Professor Choa regularly serves
on university advisory committees, major scholarship panels and boards of government advisory and
charitable organisation. She trailblazed the development of Arts Technology within the Academy upon
securing sizeable government funds few years ago.
Professor Choa joined the Academy’s Theatre Design Department in 1996, and was promoted to Dean of Theatre
& Entertainment Arts, then Deputy Director & Provost, and eventually the Director of the Academy
in 2021. As the first female and home-grown Director among local tertiary institutions, she regards her
new role a great honour and a new challenge.
Guo Jingjing

Ms. Guo Jingjing was born in Hebei, China. She started diving training at
the age of 7 and became a national diving team athlete at the age of 12. In 2000, she won the three-meter
springboard runner-up at the Sydney Olympics Games, the three-meter springboard individual and double
champion of the Athens Olympics Games in 2004, and the three-meter individual and double champion of the
Beijing Olympic Games in 2008. She retired in 2010. As the world's top diving player, Ms. Guo Jingjing
said that success does not mean how many championships she has won, but that her goal has been
accomplished without regret after hard work.
Nancy Ip
Vice President for Research and Development, Hong Kong University of
Science and Technology
Women are a vital force in societies, and hold enormous capacity for creating and
driving positive change globally.
Professor Ip received her PhD degree in Pharmacology from Harvard
University, after which she held the position of Senior Staff Scientist at Regeneron Pharmaceuticals Inc.
in New York. Since joining HKUST in 1993, she has served as the Dean of Science, Director of the
Biotechnology Research Institute, and Head of the Department of Biochemistry. Professor Ip is
world-renowned for her significant contributions to the field of neuroscience. Her outstanding research
has resulted in 317 scientific papers and 65 patents. She has been elected to the Chinese Academy of
Sciences, the US National Academy of Sciences, the American Academy of Arts and Sciences, the Hong Kong
Academy of Sciences, and received numerous awards and honours including the National Natural Science
Awards, the L’OREAL-UNESCO for Women in Science Award and the 10 Science Stars of China by Nature. She
currently serves as a Member of the Leadership Group of the Davos Alzheimer’s Collaborative.
Angellah Kairuki

Angellah Kairuki is a Tanzanian politician and a Chairperson of the
Tanzania National Coordinating Committee on Generation Equality Forum Action Coalition on Women’s Economic

In-charge of Investment. In 2014, Ms Kairuki was selected as a World Economic Forum Young Global Leader.

Shahbaz Khan

Professor Shahbaz Khan is the Director of the UNESCO Office in Beijing and
UNESCO Representative to the Democratic People’s Republic of Korea, Japan, Mongolia, People’s Republic of

Prof Khan joined UNESCO in 2008 at its Headquarters as Chief of the Water and Sustainable Development
Section. He has worked in Australia, France, Indonesia and Pakistan in various research, consultancy and

2019 China Friendship Award and Great Wall Friendship Award China 2017. Prof Khan holds a Hon Doctorate

Pamela Ku Fan

Ava Kwong

Professor Kwong is Daniel CK Yu Professor in Breast Cancer Research,
Clinical Professor, Chief of Division of Breast Surgery at The University of Hong Kong. She is a member of
several committees of Hospital Authority and Food and Health Bureau, Government of HKSAR.
She is Founder and Chairman of the Hong Kong Hereditary Breast Cancer Family Registry, a charitable
organization supporting clinical needs of high risk breast and ovarian cancer patients and families and
research in the area. This set up is now the model used for and the establishment of genetics services for
women with such cancers for the first time in Hospital Authority.
She has authored textbooks and over 200 peer reviewed publications. Results from her commissioned Hong
Kong Breast Cancer Study (HKBCS) has prompt the legislative council to approve a risk based breast
screening programme in 2021.
With her contributions in the academic, community and charity services, she is first Hong Kong female
Professor in Surgery and has received numerous grants and awards including 'Uccio Querci della Rovere
Award' of British Association of Surgical Oncology (BASO) and Adventist Hospital Foundation’s ‘Women of
Hope’.
Trisha Leahy

Trisha Leahy, PhD (Psychology), JD (Law); SBS, BBS is the Chief Executive
of the Hong Kong Sports Institute, delivering Hong Kong’s elite sports system, and has also previously
worked at the Australian Institute of Sport, where she was awarded the Australia Sports Medal for services
to Olympic sport in 2000.
She is a well recognised leader in her field, known for expertise in strategy, best-practice governance
and stakeholder engagement. She has extensive experience as a Board member of NGO’s, professional and
public statutory and advisory bodies, including the HKSAR Government’s Women’s Commission (2011-2017); and
the Equal Opportunities Commission (2013-2019).
Internationally, she was a Member of a UNICEF expert panel (2007-2009) advising on global research and
policy strategies to prevent abuse in sport; and a Member of the International Olympic (IOC) Medical
Commission’s expert consultative committee (2007-2015) on the prevention of abuse and harassment in sport.
She was awarded the Bronze Bauhinia Star (BBS) in 2014 and the Silver Bauhinia Star (SBS) in 2020, by the
HKSAR Government for her contributions to the community and to sport.

Since joining Brilliant Group in 2016, she has launched 10 new businesses to implement one-stop service
for clients. The services range from insurance, wealth management, IT, precious metals trading,
healthcare, education, overseas immigration, virtual shopping, travel agency and F&B.
Carol has also dedicated herself to philanthropy supporting various NGOs and charities. As the Chairperson
of TREATS and GBWEA Charitable Foundation, she is devoted to social inclusion and training, mentoring and
nurturing women through education. It is her belief that women will be empowered to embrace constant
change and overcome all upcoming challenges.
